What it is

The Athletics Federation of Ukraine governs athletics in Ukraine. Its legal form is worth noting: it is a public union whose members are the regional athletics federations, not individual athletes. Its president is Olha Saladukha — triple jump world champion, three-time European champion and 2012 Olympic bronze medallist, and a serving member of Ukraine's parliament — elected acting president in June 2023 and president on 10 October 2024.[1]

How the national team is selected

As in fencing, the annual selection system is approved by the Deputy Minister of Youth and Sport and agreed by the federation president — the same deputy minister signs both, confirming this is a standard state instrument across Olympic sports rather than a one-off.[2]

The chain of decision is three steps. The head coaching council forms a proposal on the composition of the delegation, drawn only from athletes on the national squad for that year "approved by a corresponding order of the Ministry of Youth and Sport." The federation's executive committee considers and approves it. The ministry then approves the final personal composition.[2]

That first clause is the most useful sentence on this page: annual membership of the Ukrainian national athletics team is constituted by a dated ministerial order.

Candidates must have competed in the designated trials where held and met the international federation's qualification standards. An athlete may be removed for injury, breach of the federation's member declaration, or an anti-doping violation or provisional suspension. Where the state budget is insufficient the delegation may be cut, but every athlete who met the criteria retains the right to compete at other expense.[2]

The system carries an express martial-law clause: where trials cannot be held because of extraordinary circumstances including the state of war, selection passes to an executive committee decision on the coaching council's submission, restricted to athletes meeting the international criteria. Four consecutive years of these systems are published, along with named squads, monthly executive-committee decisions and national championship results.[2] [3]
