What is the JCF?

The Jamaica Cycling Federation (JCF) is the national federation for cycling in Jamaica. Its site describes it as “The National Governing Body for Competitive Cycling in Jamaica”.[3] Its about page calls it “the entity responsible for the promotion and development of cycling in Jamaica” and the “governing body for cycle racing in Jamaica”.[4]

What does the JCF govern or do?

The federation handles the licensing of riders and the registration of clubs: its about page links an application form for a UCI licence and a federation club registration form.[4] Its stated mission begins: “The JCF exists to enhance the infrastructure and capacity of Jamaica”, with a programme it calls “Cycling for All (C4A)”.[4]

Its officers, as listed on that page, include the president, Dr Wayne Palmer, two vice-presidents and a secretary, Donna Kaye Sharpe.[4]

When was the JCF founded and where is it based?

The federation is based in Kingston. COPACI lists its address as “14c Benson Ave – Kingston 8”, and the federation’s site gives a postal address of P.O. Box 230, Kingston 10.[1][3] Its about page states: “Dr Palmer has been president of the JCF since 2020 when he was elected during the COVID pandemic.”[4]

How is the JCF recognised?

COPACI. The Confederación Panamericana de Ciclismo lists Jamaica under its “CARIBBEAN ZONE (22)” heading, with Wayne Palmer as president, Donna-Kaye Sharp as general secretary and the e-mail address [email protected].[1]

UCI. COPACI describes itself as “an autonomous body comprising National Federations or Associations from the American continent, which are UCI members and fully recognized as the unique authorities of Cycling from their respective National Committees.”[2] See the UCI. The federation’s about page shows its representatives at the 2025 COPACI elections.[4]

What does the JCF organise?

The events list on the federation’s home page gives the Independence 3 Stage Cycling Race on 23 May 2026, the National Road Championships on 4 July 2026 and the Track Cycling Championships on 5 and 6 September 2026.[3] The same list carries an entry titled “Caribbean Elite Road Championships” for 9–13 October 2025 and the Preemie Foundation Kingston Criterium of 16 November 2025.[3]

Who are its members?

Clubs affiliate through the federation’s “Federation Club Registration” form, and its about page also links an “Application for UCI License” form for riders.[4] The same page names two clubs in the president’s biography, which notes that he previously led the Blissett and Chain Revolution cycling clubs (“Dr Palmer is the former president of Blissett and Chain Revolution Cycling clubs”).[4]
