What is the FCF?

The Federación Colombiana de Fútbol (FCF) is the national association for football in Colombia and the country’s member of FIFA and CONMEBOL. Article 1 of its statutes defines it as an “organismo de derecho privado, sin ánimo de lucro”, governed by the Colombian Civil Code, the laws and decrees on sports bodies, and the statutes themselves, and states that it is “afiliado a la Fédération Internationale de Football Association, FIFA, y a la Confederación Sudamericana de Fútbol, CONMEBOL”.[4]

Article 2 gives its composition in a sentence: “La federación colombiana de fútbol está constituida por clubes profesionales y ligas deportivas” (the federation is made up of professional clubs and sports leagues).[4] It covers the eleven-a-side game and its variants: its site presents senior, women’s and men’s and women’s youth national teams, and futsal and beach football teams.[5] FIFA’s directory lists it in the CONMEBOL zone, with Ramón Jesurún as president and Ana Lasprilla as general secretary.[3]

What does the FCF govern or do?

The FCF’s statutes split Colombian football into two divisions under the federation: the División Mayor del Fútbol Colombiano (DIMAYOR), for professional football, and the División Aficionada del Fútbol Colombiano (DIFÚTBOL), for the amateur game (Article 10).[4] DIMAYOR organises the professional competitions; its site lists the Liga BetPlay DIMAYOR, the Torneo BetPlay DIMAYOR, the Copa BetPlay DIMAYOR, the Liga Femenina BetPlay DIMAYOR and the Superliga BetPlay DIMAYOR.[7]

Discipline is assigned to a three-member Comisión Disciplinaria acting under Ley 49 de 1993 and the federation’s disciplinary code (Articles 55–57), and player disputes to a Comisión del Jugador applying FIFA’s Regulations on the Status and Transfer of Players (Article 69).[4] Under Article 92, affiliated entities must take their disputes to the competent sports tribunals rather than the ordinary courts.[4] The federation’s site carries a Comisión Arbitral for refereeing, pages on the Laws of the Game and a register of intermediaries.[5] The statutes also cite Decreto-Ley 1228 de 1995 on the requirements for technical staff.[4]

When was the FCF founded and where is it based?

CONMEBOL’s profile of the federation gives its founding as “el 12 de octubre de 1924”.[1] The statutes record that the federation’s legal personality (“personería jurídica”) was recognised by “resolución No. 111 de octubre 30 de 1939”.[4]

Article 4 of the statutes provides: “La sede y el domicilio legal de la federación es la ciudad de Bogotá DC, y tendrá jurisdicción en todo el territorio nacional.”[4] The street address differs between directories: CONMEBOL gives “Avenida 32, N° 16-22, Bogotá”, while FIFA gives Carrera 45 A No. 94-06, floors 6 to 8, Bogotá.[1][3]

The statutes in force were approved at a non-attendance ordinary general assembly on 9 August 2016 and amended by Acuerdo No. 039 of 27 September 2016 (Article 101).[4]

How is the FCF recognised?

FIFA. The statutes state the FCF’s affiliation to FIFA (Article 1), and FIFA’s member-association page lists it as a member in the CONMEBOL zone.[4][3]

CONMEBOL. CONMEBOL’s statutes, approved by its Extraordinary Congress of 4 June 2019, list the “Federación Colombiana de Fútbol desde 1936” among the ten member associations (Article 5).[2] CONMEBOL’s profile also gives 1936 for its entry into the confederation.[1]

Colombian law. The statutes constitute the FCF as a private-law, non-profit body governed by the Civil Code and the laws and decrees regulating sports bodies (Article 1), and they apply Ley 49 de 1993 to discipline and Decreto-Ley 1228 de 1995 to technical staff.[4] Its legal personality rests, according to the statutes, on resolution No. 111 of 30 October 1939.[4]

What does the FCF organise?

Article 7 of the statutes charges the FCF to “conformar y dirigir las selecciones nacionales que representan al fútbol colombiano en los eventos internacionales organizados por la FIFA”, and Article 43 gives the executive committee the organisation and administration of the national teams and the selection of players, coaches and delegates by resolution.[4] The federation’s site presents the senior men’s team, the women’s team, men’s and women’s youth teams, and the futsal and beach football teams.[5] The senior men’s team plays in the Copa América and the FIFA World Cup; the 2026 World Cup (11 June–19 July 2026) is past.

The professional league, the Liga BetPlay DIMAYOR, is organised by DIMAYOR, the federation’s professional division, together with the Torneo BetPlay, the Copa BetPlay, the Superliga and the women’s Liga Femenina BetPlay; the second tournament of 2026, the Liga BetPlay DIMAYOR II-2026, is in progress on 4 October 2026.[7] The FCF’s site lists the professional clubs of categories A and B and the sports leagues (“Ligas Deportivas”) among its affiliates.[5]

Who are its members?

Under Article 2 of the statutes, the federation is made up of professional clubs and sports leagues; Article 10 groups them in the professional division (DIMAYOR) and the amateur division (DIFÚTBOL).[4] The FCF’s affiliates pages are divided into “Clubes Profesionales Categoría A”, “Clubes Profesionales Categoría B” and “Ligas Deportivas”.[5]

The assembly is made up of the affiliates, each of which may name a delegate with a vote (Article 18). A quorum is half the voting affiliates plus one; ordinary decisions take half of those present plus one; and amendments to the statutes, rules on new affiliates and dissolution need two-thirds (Article 24).[4] The executive committee consists of a president, Ramón Jesurún, two vice-presidents and four members (vocales), as listed by the federation.[6]
