What is the HBS?
The Hrvatski biciklistički savez (HBS) is the national federation for cycling in Croatia. Article 8 of its statute gives the name “Hrvatski biciklistički savez”, the abbreviation HBS and, for international use, the name Croatian cycling federation.[4] The statute describes it as a non-governmental national sports federation with legal personality.[4]
The European Cycling Union (UEC) lists Tomislav Zadro as its president and Ivana Ruszkowski as general secretary.[2]
What does the HBS govern or do?
Under its statute, the federation’s aims include “briga oko organizacije nacionalnih prvenstava”, the organisation of national championships, and Article 60 provides that “HBS ustrojava državne reprezentacije”, forming the national teams.[4] Article 14 adds that it issues licences for cycling guides in cycle tourism.[4]
Its documents page publishes rules on licensing, club membership, the competition system, road and mountain bike racing and discipline, together with Croatian versions of parts of the UCI regulations.[3]
When was the HBS founded and where is it based?
Article 2 of the statute states: “Hrvatski biciklistički savez osnovan je 1894. godine u Zagrebu pod nazivom Savez hrvatskih biciklista.”[4] The statute in force was adopted by the federation’s assembly on 16 December 2023.[4] Article 7 gives its seat: “Sjedište HBS-a je u Zagrebu, Trg Krešimira Ćosića 11.”[4] The UEC lists the same address.[2]
How is the HBS recognised?
UCI and UEC. Article 4 of the statute states: “HBS je član Međunarodne biciklističke federacije (UCI) i Europske biciklističke unije (EUC).”[4] The UEC lists Croatia (CRO) among its 51 affiliated European federations, describes itself as forming “a liaison between the International Cycling Union (UCI) and the national federations which it represents in this instance”, and states: “Every european federation member of the UCI is automatically member of the UEC.”[1] See the UCI.
Croatian Olympic Committee. Article 11 states: “HBS je osnivač i punopravni član HOO-a.”[4]
What does the HBS organise?
The federation publishes the national calendar and results. In October 2026 its home page listed the 7th Granfondo Falkensteiner Borik – Croatia on 18 October, an event of the 2026 Slavonian mountain bike league on 25 October, and a national championship in mountain bike downhill (“Nacionalno prvenstvo - MTB Downhill”) on 8 November.[5]
Who are its members?
Article 17 of the statute names its members as “biciklistički klubovi, županijski biciklistički savezi”, together with city sports federations, the Zagreb cycling federation and other associations.[4] The federation publishes a list of its member organisations (“Popis članica HBS-a”) and a rulebook on the membership of clubs in the HBS.[3]
