What is the FRC?
The Federația Română de Ciclism (FRC) is the national federation for cycling in Romania. Its statute describes it as a “structura sportivă de interes național” (Art. 1) and as a “persoană juridică de drept privat, de utilitate publică, autonomă, neguvernamentală” (Art. 3).[4] The federation states that its mission is “de a investi în performanță și în sportul de masă”.[3]
The European Cycling Union (UEC) lists it as the “Romanian Cycling Federation”, with Alexandru-Catalin Sprinceana as president and Marius Stoican as secretary general.[2]
What does the FRC govern or do?
Under Article 15 of its statute, the federation’s purpose is the organisation, management, coordination, regulation, control and development of cycling at national level.[4] Its site publishes the procedure for obtaining an FRC and UCI licence and a national competition calendar.[3]
Its Executive Committee comprises the president, two vice-presidents, the secretary general, the federal coach, the chief accountant and three members.[5]
When was the FRC founded and where is it based?
The statute states that the federation was “fondată la data de 26 aprilie 1931” and was “reorganizată și adaptată cadrului legislativ în vigoare la data de 16 noiembrie 2001” (Art. 1).[4] Article 2 describes the present federation as the legal continuation of the Federația Română de Ciclism that operated under the central public authority for sport until 16 November 2001. Article 10 places its seat in Bucharest, at str. Vasile Conta nr. 16.[4]
How is the FRC recognised?
International and continental bodies. Article 13 of the statute states that the federation “este afiliată la Uniunea Ciclistă Internațională (UCI), la Uniunea Europeană de Ciclism (UEC)”, and also to the Balkan Cycling Union.[4] The UEC lists Romania (ROU) among its 51 affiliated federations. It describes itself as forming “a liaison between the International Cycling Union (UCI) and the national federations which it represents in this instance”, and states: “Every european federation member of the UCI is automatically member of the UEC.”[1]
Olympic committee. Article 14 states that the federation “este membră a Comitetului Olimpic și Sportiv Român (COSR)”.[4]
State. Article 4 states that it was constituted with the approval of the National Agency for Sport.[4]
What does the FRC organise?
The federation’s news covers its national championships. In October 2026 it reported a national record set at the national hill-climb time-trial championship (“Campionatul Național de Contratimp în cățărare”), and published the results of Romanian riders at the 2026 European road championships.[3] Its site also carried a UEC banner for the European cyclo-cross championships for youth and masters.[3]
Who are its members?
Article 18 of the statute names the federation’s members as “cluburi sportive, persoane juridice de drept public sau privat, precum și asociații județene de ciclism” — sports clubs, other legal persons and county cycling associations — and Article 27 defines members as the affiliated sports structures.[4] The federation publishes a list of its affiliated clubs.[3]
