What is the FHF?
The Fédération Haïtienne de Football (FHF) is the national association for football in Haiti and the country’s member of FIFA and Concacaf. FIFA’s directory lists it as the Haitian Football Federation, in the Concacaf confederation, with www.fhf.ht as its website.[2] Concacaf’s profile names it the Fédération Haitienne de Football and describes it as “One of the founding members of Concacaf and the second-ever team from the Caribbean to make the FIFA World Cup”.[3]
Its remit, as FIFA’s list of officers shows it, spans the men’s and women’s national teams, refereeing and futsal: beside a general secretary and a media and communication manager, the directory names a technical director, head coaches of the men’s and women’s national teams, a chair of the referees committee, a head of the referees department, a referee coordinator and a futsal coordinator.[1] At its head FIFA lists not a president but the chairperson of a normalisation committee.[1]
What does the FHF govern or do?
The federation is run, as of October 2026, by a normalisation committee. FIFA’s directory lists Monique André as “Chairperson of the Normalisation Committee” and Patrick Massenat as general secretary.[1] FIFA set the committee’s tasks when the Bureau of the FIFA Council appointed it on 11 December 2020: to run the FHF’s daily affairs, review its statutes for compliance with FIFA’s requirements, organise elections for a new executive committee and ensure a financial handover, with a mandate expiring on 30 November 2022.[6] On 22 January 2021 FIFA published the committee’s composition: Michaëlle Jean as president, Monique André as vice-president, and Jacques Letang and Yvon Severe as members, with a mandate “until 30 November 2022 at the latest”.[7]
Under the committee, the federation keeps the functions of a national association. Refereeing is organised through a referees committee, chaired by Wilson Tilus according to FIFA, and a referees department headed by Joseph Marckingson Natoux, with a referee coordinator.[1] Technical work sits with a technical director, and futsal has its own coordinator.[1] Through its FIFA membership the federation enters Haiti’s teams in FIFA’s men’s, women’s and youth competitions.[2]
When was the FHF founded and where is it based?
Concacaf counts the FHF among its founders: it is “one of the founding members of Concacaf”.[3] Concacaf dates its own establishment to 1961: it “was established in 1961 from a vision of unity, officially formed through the merger of the North American Football Union (NAFU) and the Football Confederation of Central America and the Caribbean (CCCF)”.[4] By Concacaf’s account the FHF has therefore been a member of the confederation since its formation in 1961; that is the date of its Concacaf membership, distinct from the date of the federation’s own founding.[3][4]
The two governing bodies give different addresses in the capital region. FIFA gives the federation’s address as 26, rue Mercier-Laham, Delmas 60, Delmas, Port-au-Prince.[1] Concacaf gives the Stade Sylvio Cator, rue Oswald Durand, Port-au-Prince.[3]
How is the FHF recognised?
FIFA. FIFA’s member-association pages list the Haitian Football Federation in the Concacaf confederation, with its website, officers and address.[2][1] FIFA’s directory shows the association under a normalisation committee, chaired by Monique André, as of October 2026.[1]
FIFA’s 2020 decisions. On 11 December 2020 the Bureau of the FIFA Council “decided to appoint a normalisation committee for the Haitian Football Association (FHF)”. Among its grounds FIFA cited ethics investigations against the FHF president, Yves Jean-Bart, and other FHF officials, and stated that he was subject to “a life ban that was imposed by the independent Ethics Committee on 18 November 2020”.[6] On 20 March 2023 FIFA announced that it had appealed to the Swiss Federal Tribunal against a CAS award “annulling the lifetime ban from football-related activities that had been imposed by the Adjudicatory Chamber of the FIFA Ethics Committee against Mr. Yves Jean-Bart”, asking for the award’s annulment and referral back to CAS.[8]
Concacaf. Concacaf’s list of its 41 member associations includes Haiti, and its member-association profile calls the FHF “one of the founding members of Concacaf”.[5][3] Concacaf’s 41 members run “from Canada in the north to Guyana, Suriname, and French Guiana in the south”.[4]
The Caribbean. Concacaf’s alphabetical list of its members includes, beside Haiti, the other Caribbean associations of Cuba, the Dominican Republic, Jamaica, Puerto Rico and Trinidad and Tobago, among others.[5]
What does the FHF organise?
The FHF fields Haiti’s national teams, and FIFA’s directory lists head coaches of the men’s and women’s teams.[1] FIFA’s profile of the association records the men’s team at the FIFA World Cup in 1974 and 2026, and the women’s team at the FIFA Women’s World Cup in 2023; it also lists appearances at the FIFA U-17 World Cup and the FIFA U-20 Women’s World Cup.[2] The 2026 World Cup (11 June–19 July 2026) is past.
Within Concacaf, the national teams enter the confederation’s competitions, among them the Gold Cup, whose 2019 edition Concacaf’s profile of the federation singles out.[3] The federation also organises futsal, for which FIFA lists a coordinator, and refereeing for its competitions through its referees department.[1]
Who are its members?
At the continental level the FHF is itself the member: Concacaf’s 41 members are national associations, Haiti’s among them.[5] FIFA likewise lists the federation, not its clubs, as Haiti’s member association.[2]
Its governing body in October 2026 is the normalisation committee. FIFA’s directory lists the committee’s chairperson, Monique André, and the federation’s staff officers: general secretary Patrick Massenat, media and communication manager Louis Charles, technical director Pierre Chery, referees committee chair Wilson Tilus, head of the referees department Joseph Marckingson Natoux, referee coordinator Jean-Lesly Jean-Laurent and futsal coordinator Frédéric Aupont.[1] Under the mandate FIFA set in December 2020, the committee was to organise elections for a new FHF executive committee.[6]
