What is Radio Televizioni i Kosovës (RTK)?

Radio Televizioni i Kosovës is the public broadcaster set up by statute. Article 3(1) of Law No. 04/L-046 on Radio Television of Kosovo reads: “Radiotelevizioni i Kosovës (në tekstin e mëtejmë RTK) është transmetues publik i Kosovës.” The text read is the one the Official Gazette serves for the Act, dated 29 March 2012. The gazette's record gives its publication in issue 7/2012 on 27 April 2012 and shows no amending act.[1][2]

Article 4 names the founder and its duty: “1.

The media regulator's statute defines the term the same way. Law No. 04/L-44 on the Independent Media Commission, adopted on 2 March 2012, lists among the definitions in Article 2 “Transmetuesi Publik - Radio Televizioni i Kosovës.”[3]

What does Radio Televizioni i Kosovës (RTK) cover?

The statute sets the channels. Article 8(2) provides that RTK comprises two television channels, “kanali televiziv në gjuhën shqipe” and “kanali televiziv në gjuhën serbe”, and “dy (2) kanale të radios të Kosovës”.[1] The Media Ownership Monitor Kosovo, run by BIRN Kosovo and the Global Media Registry, records a wider line-up: “RTK2, që ka nisur transmetimin në vitin 2013, transmeton programe në gjuhën e minoriteteve në Kosovë, si në gjuhën serbe, boshnjake, turke. Në mars të vitit 2014, u lansuan RTK3 dhe RTK4 me program 24 orësh.”[6]

Sport appears twice in the Act.

RTK's own site refused the request, so no programme schedule, sport department description or list of rights could be retrieved from the broadcaster itself.

How large is Radio Televizioni i Kosovës (RTK)'s audience?

No measured audience figure for RTK exists to report. The Media Ownership Monitor Kosovo states: “There is no agency providing public data on media audience measurements in Kosovo.”[7] Article 22 of Law No. 04/L-44 provides that the regulator's Executive Office “duhet të mbajë një regjistër të licencave të transmetimit, ku përfshihen kushtet e aplikueshme për secilën licencë”.[3]

Reporters Without Borders, in its 2026 World Press Freedom Index entry for Kosovo, writes: “The highly concentrated TV sector is dominated by private channels based in Pristina, the capital, although the public broadcaster RTK plays an important role.”[4] That is RSF's characterisation, not a measured figure.

Since when has Radio Televizioni i Kosovës (RTK) existed?

The Media Ownership Monitor Kosovo, in its entry last changed on 12 December 2023, states: “Radio Televizioni i Kosovës ka nisur transmetimin në shtator të vitit 1999, fillimisht me vetëm 2 orë transmetim.” That is the monitor's account; RTK's own pages could not be retrieved.

The statutes give dates for the legal framework. The present law, No. 04/L-046, was adopted on 29 March 2012 and promulgated by decree No. DL-012-2012 of 12 April 2012.[1] The gazette records that it repealed Law No. 02/L-47 on Radio Television of Kosovo, published in issue 34/2008 on 1 August 2008.[2][5] Article 40(1) of the present law provides: “Që nga dita e hyrjes në fuqi të këtij ligji RTK vazhdon të ushtrojë veprimtarinë e vetë me autorizime të përcaktuara me ligj.”[1]

Why does Radio Televizioni i Kosovës (RTK) matter in Kosovo's sport?

It is the one broadcaster whose sport remit is set by statute. Article 13 obliges it to cover major sporting events, naming “olimpiadat” and “kampionatet ndërkombëtare”. Article 7 lists the development of sport among its public-service obligations.[1]

Its funding is also statutory. Article 21, headed “Burimet e financimit”, provides that RTK is financed from “1.1. parapagimi; 1.2. themeluesi; 1.3. nga vetëfinancimi përmes veprimtarisë së tij ekonomike; 1.4. nga burimet tjera”.

The Media Ownership Monitor Kosovo states that from 2003 to 2009 citizens paid a fee for the public broadcaster as part of the electricity bill, and that “që nga 2010, RTK financohet direkt nga buxheti i shtetit”. It gives RTK's financing as 10.447 million euros for 2022 and 8.96 million euros for 2023.[6]

Reporters Without Borders' 2026 entry states that before the 2025 general election the government threatened “the independence of the public broadcaster RTK”. It also states: “The ineffective media regulator, the Independent Media Commission (IMC), was subjected to a legislative reform judged unconstitutional by the Constitutional Court.”[4] Those are RSF's findings, attributed to it.
