What is Polska Agencja Prasowa?
Polska Agencja Prasowa (PAP) is the Polish public news agency. Article 1(1) of the Ustawa o Polskiej Agencji Prasowej, as the agency publishes the Act on its corporate site, reads: “Polska Agencja Prasowa, mająca charakter publicznej agencji prasowej, uzyskuje i przekazuje odbiorcom rzetelne, obiektywne i wszechstronne informacje z kraju i z zagranicy.” That is, PAP, as a public news agency, obtains and passes to its clients reliable, objective and comprehensive information from Poland and abroad. Article 3(1) provides that the Minister of the State Treasury, on the Treasury's behalf, “przekształci Polską Agencję Prasową w spółkę akcyjną Skarbu Państwa”, that is, would transform the agency into a joint-stock company of the State Treasury.[2] The Act's date and Dziennik Ustaw reference were not retrieved: the Sejm's and the Dziennik Ustaw's portals refuse automated retrieval.
The agency's corporate pages sit on agencja.pap.pl; its news service is pap.pl, which refused retrieval, so it is not quoted here. On its corporate site the agency describes itself as “największą agencją informacyjną w Polsce”, the largest news agency in Poland; that is its own claim. The same page lists “Władze Polskiej Agencji Prasowej S.A. w likwidacji”, the authorities of the company in liquidation, with Marek Błoński as “Dyrektor Generalny/Likwidator”, director general and liquidator, and names Wojciech Tumidalski as editor-in-chief.[1]
What does Polska Agencja Prasowa cover?
The agency's main product is its Codzienny Serwis Informacyjny, the daily news service. Its product page states: “Serwis dostarcza pełny przegląd najważniejszych wydarzeń oraz bieżących tematów krajowych i zagranicznych z każdego zakresu: polityki, gospodarki, prawa, kultury, nauki i edukacji, sportu czy życia społecznego.” That is, the service gives a full review of national and foreign events in every field, sport among them.[3] Those are the agency's words about its own service.
Its corporate page lists the open services it runs, among them Nauka w Polsce, Serwis Samorządowy, Dzieje.pl, Serwis Zdrowie and EuroPAP News, and states that the Fundacja Polskiej Agencji Prasowej, founded in 2016, works for the spread and development of “kultury, nauki i sportu w Polsce”, culture, science and sport in Poland.[1]
Its digital output was reorganised in 2026. Wirtualnemedia.pl reported on 28 July 2026 that from 1 August a new Redakcja Multimediów i Treści Cyfrowych would bring together “produkcja wideo, serwis PAP.pl, aktywność agencji na platformach społecznościowych, Studio PAP, PAP Life, Infopakiety oraz projekty specjalne”, that is, video production, the PAP.pl service, social media, Studio PAP and other formats, and that the company's supervisory board had approved the change.[7]
How large is Polska Agencja Prasowa's audience?
An agency's output reaches most readers through the media that take its service. No audited reach figure for PAP or for pap.pl was retrieved. Web audiences in Poland are measured by Mediapanel, run by Gemius and Polskie Badania Internetu, and the ten-row table of sports services that Wirtualnemedia.pl published from Mediapanel's May 2026 data has no row for either.[8]
The figures retrieved measure the company rather than its readership. Wirtualnemedia.pl reported on 25 June 2025 that in 2024 PAP had revenue of 65.67 million złoty, 0.1 per cent more than a year earlier, and a net loss of 2.83 million złoty, down from 3.7 million. It reported that the subsidy from the state budget rose from 20 to 22 million złoty and that revenue from the general news services rose from 16.94 to 19.28 million złoty. It gave average employment in 2024 as 407 people, with the number of journalists rising from 282 to 289.[6] Those are one year's figures, reported by a single trade title.
Since when has Polska Agencja Prasowa existed?
The agency dates its history to 1918. Its corporate page states: “Historia PAP sięga 5 grudnia 1918 roku i powstania Polskiej Agencji Telegraficznej (PAT), zaraz po odzyskaniu przez Polskę niepodległości.” That is, PAP traces its history to 5 December 1918 and the creation of the Polska Agencja Telegraficzna, just after Poland regained independence.[1] That is the agency's own account, and it names a predecessor agency rather than a founding date for the present company.
The company's legal position changed in 2024. The Ministry of Culture and National Heritage, in its announcement of 9 April 2024 on the court-register entry placing Telewizja Polska in liquidation, stated: “Dotychczas sądy rejestrowe wpisały otwarcie likwidacji dla wszystkich 17 regionalnych rozgłośni publicznego radia oraz Polskiej Agencji Prasowej.” That is, the registry courts had by then entered the opening of liquidation for all 17 regional public radio companies and for PAP.[4] On 25 September 2026 the agency's corporate page still listed its authorities as those of “Polskiej Agencji Prasowej S.A. w likwidacji”.[1]
Why does Polska Agencja Prasowa matter in Poland's sport?
It is the public news agency the Act describes, and its daily service lists sport among the fields it covers.[2][3] Article 2 of the Act states: “Polska Agencja Prasowa nie może znaleźć się pod prawną, ekonomiczną lub inną kontrolą jakiegokolwiek ugrupowania ideologicznego, politycznego lub gospodarczego.” That is, PAP may not come under the legal, economic or other control of any ideological, political or economic group.[2]
The media regulator treats it with the public broadcasters. The KRRiT, in its statement of 19 December 2025, wrote: “Krajowa Rada Radiofonii i Telewizji przypomina kalendarium decyzji oraz działań podejmowanych wówczas wobec Telewizji Polskiej, Polskiego Radia oraz Polskiej Agencji Prasowej.” That is, the council set out a calendar of the decisions and actions taken at the time in respect of Telewizja Polska, Polskie Radio and PAP.[5] That is the regulator's own framing of its statement.
