What is İctimai Televiziya və Radio Yayımları Şirkəti?

İTV is the Azerbaijani public broadcaster, and it is named in a statute rather than in a company register. The law “İctimai televiziya və radio yayımı haqqında”, filed by e-qanun.az under the number 767-IIQ and dated on that text 28 September 2004, provides at article 4.7: “İctimai yayımçının adı - İctimai Televiziya və Radio Yayımları Şirkətidir.”[1]

The same law creates the broadcaster's governing body. Article 17.1 constitutes the Yayım Şurası as the organ supervising compliance with the law in the broadcasting of programmes and taking the decisive decisions in that field; article 17.2 fixes its size at nine members; and the following provisions list the bodies entitled to nominate them, among them the confederation of trade unions, a scientific organisation, the press council, the entrepreneurs' council, youth organisations, women's societies, the sports federations, religious confessions and creative organisations.[1] Article 23 provides for funding from subscription receipts and allocations from the state budget, sponsorship assistance, donations by natural and legal persons, advertising revenue, receipts from the sale of audio and audiovisual programmes, income from serials, receipts from concerts, and “qanunvericiliklə qadağan olunmayan digər mənbələr”, other sources not prohibited by law.[1]

Azerbaijani media entities are separately recorded in the Media Reyestri, the electronic register established under article 73.1 of the Law on Media and operated by the Media Agentliyi.[2][3] Reporters Without Borders ranks Azerbaijan 171st of 180 in its 2026 World Press Freedom Index with a score of 23.95, and opens its media-landscape text: “Virtually the entire media sector is under official control, and state-owned television is the most popular information source.” That is RSF's published characterisation, quoted and attributed.[4]

What does İctimai Televiziya cover?

İTV is a general public-service broadcaster whose own site could be reached but returned no readable programme or corporate text for this page.[5] Its sports carriage is documented in the reporting of other outlets.

On 11 June 2026 İdman və Biz published a statement from İTV on the 2026 FIFA World Cup: “104 oyunundan 92-si İTV-nin efirində canlı”, that is 92 of the 104 matches live on İTV, with “12 oyun isə CBC Sport-da canlı göstəriləcək”, twelve shown live on CBC Sport. The same report states that fifteen matches would additionally be streamed on İTV's YouTube channel — three Türkiye group matches and twelve from the round of 16 onward — and that İTV's broadcasts would be carried simultaneously on itv.az.[6] APA Sport reported the same 92-and-twelve split on the same day.[7]

That arrangement is dated to the 2026 tournament and no statement of its term beyond it was retrieved. No document identifying which entity acquired the Azerbaijani rights was retrieved either; the reporting attributes the announcement to the broadcaster.[6]

How large is İctimai Televiziya's audience?

No audited television audience measurement for Azerbaijan could be retrieved for this page, and no recognised national measurement currency publishing ratings for İTV was found. No estimate from a traffic estimator is given here, because such estimators are not audited measurement.

The nearest published statement about the relative reach of Azerbaijani television is RSF's, in its 2026 country entry: “Virtually the entire media sector is under official control, and state-owned television is the most popular information source.” RSF's political-context text for the same entry opens: “Authorities are trying to suppress the last of the still-independent media, as well as journalists who reject self-censorship.” Both sentences are quoted as published and neither is adopted here, and RSF's sentence about state-owned television does not name İTV.[4]

A carriage figure exists where an audience figure does not: 92 of the 104 matches of the 2026 World Cup were announced for İTV's own air, with twelve on another channel and fifteen additionally on İTV's YouTube channel.[6][7]

Since when has İctimai Televiziya existed?

The instrument that names the broadcaster is dated 28 September 2004 on the consolidated text served by e-qanun.az, which files it under the number 767-IIQ.[1] That is the date of the law, not necessarily the date transmissions began; no launch date could be retrieved from the broadcaster's own site, which returned no readable corporate text.[5] Enacted, constituted and on-air are three different dates and only the first is established here.

The statutory framework around it changed later: the Law on Media, whose text the Media Agentliyi dates 8 February 2022, created the Media Reyestri under its article 73.1.[2][3]

Why does İctimai Televiziya matter in Azerbaijan's sport?

Two things distinguish it. The first is that its governing body's composition is set by statute and the nominating bodies listed in article 17 include the sports federations, which places sport inside the broadcaster's governance rather than only in its schedule.[1]

The second is carriage of the 2026 FIFA World Cup. For that tournament, 92 of the 104 matches were announced for İTV, with twelve on CBC Sport, fifteen additionally on İTV's YouTube channel and a simulcast on itv.az.[6][7] That statement is anchored to June 2026 and to that tournament.

Its funding base — subscription receipts and state budget allocations, sponsorship, donations, advertising, programme and serial sales, concert receipts and other sources not prohibited by law, under article 23 — is set out in the same law that names it, and is reported here as the statute states it.[1] RSF's published sentences about the Azerbaijani media sector are quoted above and are not applied to this broadcaster beyond what RSF itself says.[4]
