What is El Khabar?

El Khabar is an Arabic-language press group. Its website, elkhabar.com, is titled “الخبر : أخبار الجزائر والعالم على مدار الساعة”, El Khabar, news of Algeria and the world around the clock.[1]

Agence Ecofin, reporting in October 2016, called it “le groupe de presse El Khabar, éditeur du quotidien portant le même nom”, the El Khabar press group, publisher of the daily of the same name.[3] The pages of the site that were read name no publishing company, director or legal form, and carry no page about the group.[1]

What does El Khabar cover?

The site publishes sport under the path elkhabar.com/sport, titled “آخر أخبار رياضة : الخبر”.[2]

As retrieved on 27 September 2026, the ten most recent items there, dated 25 and 26 September 2026, were mostly on football. They included “بداية موفقة لـ "الخضر"”, on the national team's successful start in its qualifying campaign, an item on a player's injury leaving him out of the rest of the national team's training camp, and an item on the coach's comments after the match against Zambia.[2]

Two items were practical guides for viewers in Algeria: “الجزائر - زامبيا.. التوقيت، القنوات الناقلة والمعلقون”, on the timing, broadcasting channels and commentators of Algeria's match against Zambia, and a similar item on a UEFA Nations League match between England and Spain.[2] One item, “"الخضر" في المونديال.. بعد اكتساح المغرب”, dated 25 September 2026, concerned a national volleyball team's qualification for a world championship after defeating Morocco.[2]

The home page carried a national-team item among its general news on 25 September 2026.[1]

How large is El Khabar's audience?

No audited circulation, readership or traffic figure for El Khabar was retrieved, and no national readership survey or audited television-audience currency for Algeria was found. That is a limitation of the evidence.

The one financial figure retrieved concerns the 2016 sale described below: Agence Ecofin reported, citing the news site Tout sur l'Algérie (TSA), that the 4 billion dinars paid by the buyer had not been refunded by El Khabar's shareholders. That is a transaction price reported in 2016, not a measure of audience.[3]

Since when has El Khabar existed?

No founding date for El Khabar was established from a source retrieved; the pages of its site that were read give none.[1]

The 2016 sale. Agence Ecofin reported on 3 October 2016 that Ness Prod, a subsidiary of the Cevital group, had bought the El Khabar press group and that the Ministry of Communication had gone to court to contest the purchase. It reported that the administrative court annulled the transaction on 13 July 2016. The ground it reported, from the ministry's case, was the legal rule against one person owning, controlling or directing more than one general-information periodical of the same periodicity published in Algeria, since the owner of Cevital already owned the daily “Liberté Algérie”. Citing TSA, it quoted the ministry's lawyer as saying that Ness Prod had filed its application with the Conseil d'État on 14 September 2016.[3]

The outcome of that appeal, and the group's ownership after it, were not established from a source retrieved.

Why does El Khabar matter in Algeria's sport?

It is a national Arabic-language title whose sports section, in September 2026, reported the national football team, other national teams and the channels carrying matches in Algeria.[2]

The media law. Loi organique n° 23-14 of 27 August 2023 relative à l'information, published in the Journal Officiel n° 56 of 29 August 2023, provides in article 4 that information activities are carried on by media belonging to “des institutions publiques et les entreprises et organismes du secteur public”, to political parties, associations and trade-union organisations within the limits set by the laws governing them, and to Algerian natural persons or legal persons whose capital or shareholders are, in the article's word, “exclusivement” Algerian. Article 12 provides that any outlet receiving funding or material aid “doit être lié organiquement à l'organisme donateur”, and its second paragraph reads: “Le financement et/ou l'aide matérielle directe et indirecte de toute partie étrangère sont interdits, sous peine des sanctions pénales prévues par la loi.”[5]

The monitor. Reporters Without Borders ranks Algeria 145th of 180 in its 2026 World Press Freedom Index, with a score of 37.38. Its Algeria page states: “The private sector has been hit hard since 2019, with many media outlets, including TV channels, forced to shut down, above all because advertising has dried up.” It adds: “In addition, government subsidies are granted only to state-owned media or to privately owned media outlets that support the government.” Its media landscape section opens: “The media landscape in Algeria has never been so deteriorated.”[4] Those are the monitor's words.
